The Texas County Board of County Commissioners on Tuesday took no action in an emergency meeting to name a replacement to the Memorial Hospital of Texas County Board of Control.

The commissioners appointed Buddy Holbert of Hooker to the board on Monday, giving the Board of Control four members. By state statute, board needs to have five, seven or nine members, appointed to the Board of County Commissioners.

But it only needs four to have a quorum and legally do business.

“They do have those four members on the board,” said Jack Strain. “In order for the board to conduct business there has to be a quorum, or one over a majority. And so on a 7-member board, that is four.

“Boards are composed of odd numbers so you don’t have a tie (vote) but it’s not a requirement to have it.”

Holbert replaces Dallas Mayer, who resigned on March 29. Replacements have yet to be found for John Board, Dr. Wayne Manning or Mary Beth Ebersole, who have recently resigned.

According to state statute, a board member must be a resident of Texas County.
