City Commission Approves Separation Agreement

The Liberal City Commission met on Tuesday evening and approved the 2024 Audit Contract with Hay-Rice and Associates, Chartered.

Commissioners approved Resolution No. 2422, authorizing Karen LaFreniere, Grants Director to submit the 2025 Kansas State Historical Society Grant application and authorization for the Mayor or Grant Director to sign documents pertaining to the grant.

The Commissioners approved the purchase of 8 Motorola APX 6000 radios for the Liberal Police Department
in an amount not to exceed $40,000.00.

The Commission entered into discussion regarding the search for a City Manager. The Commission is going to study the proposals from the League and SGR. Commissioners may schedule a special meeting later to choose which organization to go with.

The Commission also approved the Separation Agreement with former City manager Rusty Varnado. Mayor Jose Lara released this statement:

Rusty Varnado and the City of Liberal have reached a mutually beneficial separation agreement. “It is unfortunate that we had to end our relationship with Mr Varnado but both parties agreed that it was time for a change.” Said Mayor Jose Lara. “Without his transformational leadership we would not have the bright future that lies ahead of us. We wish him well in his future endeavors. ”
