City Commission Hires Scarlette Diseker as City Manager

The Liberal City Commission met on Tuesday evening with a full agenda. Among the items was the hiring of Interim City Manager Scarlette Diseker to the position Full-Time. Diseker will continue the duties she has been performing since October of 2024 as Interim.

The Commissioners adopted Ordinance No. 4630 which Repeals and Rescinds Ordinance No. 4619, an RHID for Larry and Hickory Streets in order to consider adopting a new Development Agreement with G & G Developments, LLC. The Commissioners then adopted Resolution No. 2428, which sets a Public Hearing for March 11, 2025, at 5:30 p.m. to discuss adopting a new Ordinance and Development Plan Agreement for the RHID for Larry and Hickory Street Development in the Doll Addition.

At the request of the Air Fair Committee, the Board approved the Air Fair and will address the fencing for the show at the next meeting.

The Board also heard from Karen LaFreniere, Grants Director regarding the 2024 Grants Annual Report and approved Change Order No. 1 for the Ortuno Housing Addition.

Commissioners approved the requisition for the demolition of 809 N. Pennsylvannia in the amount of
$15,500 then Commission approved Ordinance 4629 granting a Special Use Permit for Professional Service Businesses to be conducted at 624 N Grant Ave. This allows the building to be rented and opened as professional services, such as accountants, attorneys, cosmetology, etc.

The Commission adopted the Resolution No. 2427, which will order the demolition of 515 N PERSHING, as the City Commission give immediate approval to condemn the property.

Jeff Hall was reappointed to the Planning and Zoning Board.

The Housing Programs offered by the City were again approved with a few changes and additions.

• MEET INCOME LIMITS – 125% OF MEDIAN INCOME FOR SENIORS
• MEET INCOME LIMITS – 125% OF MEDIAN INCOME FOR VETERANS
• MEET INCOME LIMITS – 50% OF MEDIAN INCOME FOR VERY LOW APPLICANT
• HAVE TAXES PAID CURRENT
• AVAILABLE TO THE 3 MILE EXTRATERRITORIAL

PAINT THE TOWN PROGRAM
• VOUCHER FOR $500 TO PAINT EXTERIOR OF HOUSE, FENCE, SHED, ETC.
• TAXES PAID CURRENT
• NO INCOME LIMITS
• HAVE NOT APPLIED WITHIN THE LAST 5 YEARS

• $7500 INCENTIVE FOR THE NEW CONSTRUCTION OF SINGLE-FAMILY HOME
• INCENTIVE TO OWNER OF PROPERTY BEING BUILT OR DEVELOPER OF A SPECULAR HOME

NEW CONSTRUCTION INCENTIVE – MULTI-FAMILY
• $5000 INCENTIVE PER DOOR OF NEW MULTI-FAMILY CONSTRUCTION
• INCENTIVE TO OWNER OF PROPERTY BEING BUILT

WATER IMPROVEMENT WAIVER PROGRAM
• FEE OF $6.25 CAN BE WAIVED FOR WATER BILL

B & H Paving was awarded the bid for the 2025 Crack and Chip Seal program in an
amount not to exceed $625,000, and additional funding for Willow Tree Golf Course was approved to complete the remodel in the amount not to exceed $40,000.
