Liberal City Commission Meets, Selects Mayor and Vice Mayor

The Liberal City Commission met Monday evening at 5:30 pm and began the meeting with the Selection of the Mayor and Vice- Mayor. Selected were Jose Lara for Mayor and Matt Landry for Vice-Mayor.

The Commission then gave approval of the updated Purchase and Sale Agreement between the
City of Liberal and Air Products as drafted on January 9th, 2025, with the infrastructure costs coming from the 1%
Sales Tax Fund 260 for Streets, Drainage, and Other Capital Improvements. The land sale and project is still contingent upon final FAA approval.

The Commission approved Ordinance No. 4628, which rezones 441 S. Washington from C-2 Commercial to R-3 Multiple Family Residential. Commissioners then signed the contract with Adventure Solutions for the Design and construction of the Custom Ruby Slipper Slide, shipping to the Tourist Information Center and on-site assistance with installation. After Tourism Grant funds from the State of Kansas, the project is also partially funded by a grant and supplemented by local tourism funds.

The Liberal City Commission approved the Financial Policies & Procedures Manual for the 2025 Fiscal Year. The Commissioners then approved Sunflower Bank as the official bank of record for
all primary banking services for the City for the 2025 Fiscal Year, and designated The High Plains Daily Leader & Times as the newspaper of record also for 2025.

The Commission heard discussion and reviewed the G&G Developments engineering estimate at the meeting with a vote to take place at the January 28th meeting.
