The City of Liberal is pleased to announce we have been awarded the Federal Railroad Administration’s Railroad Crossing Elimination grant to fund project development and preliminary engineering of a grade-separated rail overpass in Liberal.
This grant pulls in more than $1.6 million in federal funds and $305k in matching state dollars to fund 95% of project activities. Grant activities support environmental studies, site surveys, and further public engagement required to identify a preferred site (Western Ave. or Pershing Ave.) and develop preliminary engineering plans to pursue further federal dollars for final design and construction. Development activities are expected to last approximately 2.5 years. The grant was prepared internally by City staff.
We wish to thank the residents of Liberal for participating in public surveys and listening sessions to share concerns, feedback, and ideas for addressing blocked railroad crossings. Your efforts provided strong support to make our application competitive!
