City Commission Approves Splash Pads

The Liberal City Commission met on Tuesday evening and heard from the Oxford House Alumni providing information to the City of Liberal on Oxford Houses and their plans to move forward with housing in the community.

The City Commission previously passed a Resolution and Ordinance relating to the establishment of the
Ortuno Addition, McCray Replat per Ordinance No. 4613; upon investigation, the City determined that notice was not published in the newspaper as required by Kansas law. The Commission then rescinded and repealed Ordinance No. 4613 in its entirety. A Public Hearing was held on establishing a Rural Housing Incentive District within the City and adopting a plan for
the development of housing and public facilities in such district for the Ortuno Addition and partial McCray replat then Commissioners approved Ordinance No. 4615 and adopted the Development Plan for Ortuno Addition as presented.

The Commission the adopted Ordinance 4616 which vacates a portion of Seneca St. This ordinance would leave a ten-foot wide right of way for the drainage flume and the remainder of the street would revert to the adjoining landowners.

Passed was Resolution 2413 which calls for abatement of nuisance vehicle at 23 W 3rd.
Commissioners gave approval to enter into a contract with Oasis Water Playgrounds and for the City
Manager to sign the contract for Splashpads at McCray and Mahuron Parks. The Splashpads will consist of a 2,200 square foot flow through water system with above and in-ground spraying features cost not to exceed $550,000.

The Commission adopt Ordinance #4617. The new ordinance will require all dogs and cats to be registered, licensed annually, and have proof of vaccination for rabies at six (6) months of age. Additionally, the City is encouraging responsible pet ownership by making it a violation for animals to defecate on public and private property of another without immediate removal. Commissioners also gave approval to incorporate the proposed fees into Schedule C of the Liberal City
Code, and to go into effect January 1st, 2025.

Also approved was the Memorandum of Understanding for the Liberal Police Department to join the regional Task Force with Haskell and Seward counties.

After a 10 minute executive session which included the Commission, City Attorney, and the City Manager, the Commission approved a contract addendum.
