Liberal Police Investigate Homicide

On Thursday, November 2nd, 2017, the Liberal Police Department received a missing person report regarding the disappearance Luis Moreno, 39, of Liberal. It was reported that Mr. Moreno had been missing for several days.
On Wednesday, November 15th, Liberal Police Department investigators were notified that Mr. Moreno was found deceased in rural Sherman County, Texas. Texas authorities suspected foul play. A subsequent autopsy confirmed Mr. Moreno’s death was a homicide.
On Wednesday, November 22nd, investigators obtained an arrest warrant for Mr. Moreno’s estranged wife, Nancy Moreno, 42, of Liberal. She was taken into custody without incident. Nancy Moreno is currently being held in the Seward County Jail for first degree murder and conspiracy to commit first degree murder with a $250,000.00 bond.
Investigators from the Sherman County (Texas) Sheriff’s Office, Texas Rangers, Oklahoma State Bureau of Investigation, Kansas Bureau of Investigation and the Seward County Sheriff’s Office are assisting with the investigation. The investigation of this incident is ongoing.
